The inner quartile range is the difference between the upper and lower quartile values. Now as far as applications go, the general answer is statistics. Now I know that seems like a broad answer, but it's the correct one. For example, if you're interested in the data closest to the 'median', than you may be interested in looking at the values in the inter-quartile range, which would be 50% of the data.
